Final Fantasy XIV cancels on the web, not in-game. Log into the Mog Station with your Square Enix account, open Service Account Status, and choose Cancel Subscription — that option only appears when a recurring subscription is active. You keep playing through the game time already paid for. Extra paid retainers bill separately and must be released on their own.

Open the FINAL FANTASY XIV: Mog Station — the Retainer Service play guide directs all retainer changes there rather than into the game, and the Retainer Service is billed separately from the game subscription.
Find the Retainer Service entry for your service account and reduce the number of additional retainers you are paying for. (Square Enix's play guide does not publish the Mog Station menu path, so follow the on-screen navigation.)
If you pay by credit card, Crysta or Steam auto-renewal, you can release an additional retainer during the period, but the change only takes effect at the next billing cycle — the guide states there are no refunds for releasing a retainer prior to the end of a billing cycle.
If you pay by Game Time Card or Steam Wallet, the guide states it is not possible to release an additional retainer during an active subscription period; renewal is manual and the change happens at renewal. Note that game time cards cannot be used to pay for the Retainer Service at all.
Retainers that become inaccessible do not lose their items or gil — the guide answers "No, they will not" on whether they are lost — but you must resubscribe to the service to access them again.

Game Time Card days are prepaid, so there is no recurring billing to stop; the time simply runs out and no further charge is made.
Square Enix's Game Time Card FAQ documents that cards are sold only in 60-day increments and are region-specific. It does not document any way to cancel or refund a card once its value has been redeemed.
Separately, the Lodestone Retainer Service guide states that game time cards cannot be used to pay for the Retainer Service.
The FAQ states you can redeem multiple Game Time Cards provided you do not exceed the 360-day subscription limit, so do not redeem more cards than you intend to use.
